Stanovanje i kriza

Članovi Udruženja umjetnika Zemlja i Radne grupe Zagreb, umjetnici, arhitekti i urbanisti, početkom 30-ih godina 20. stoljeća iskoračili su iz domene užega stručnog djelovanja u polje političkog aktivizma. Shvaćajući svoju društvenu ulogu, bez zadrške su i argumentirano na primjeru Zagreba i Podravine ukazali na probleme aktualnoga povijesnog trenutka – socijalnu i stambenu krizu u gradu i na selu, a poglavito na njene uzroke te nemogućnost rješavanja unutar postojećeg sustava liberalnog kapitalizma koji javni interes podređuje privatnome. Enormne potrebe tadašnjeg društva u kojem tri četvrtine stanovništva nisu imale niti vlastiti krevet, zahtijevale su javno financirano, tipsko, kolektivno i individualno stanovanje kao optimalni model stambenog zbrinjavanja.

Devet desetljeća kasnije svjedočimo postupnom, a u pojedinim državama i sustavnom razaranju postignuća vladavine države blagostanja na Zapadu i socijalizma na Istoku. Potonje su izgradnjom sustava javnog zdravstva, školstva i socijalnog stanovanja u razdoblju od 1945. do 1991. godine po prvi put u povijesti pružile život dostojan čovjeka velikom dijelu populacije. Na repovima ekonomske recesije iz 2008. godine te u jeku nove, pandemijom izazvane krize, umjetnici i arhitekti su, poput Zemljaša nekad, suočeni sa sličnim izazovom – šutjeti ili otvoreno, javno progovoriti o ishodištima i uzrocima složenih problema.

U Hrvatskoj, na primjer, o sve većem procjepu između boljitka društva i privatnog interesa, posljedicama ortačkog kapitalizma koja je zadnjih desetljeća degradirala ustavni koncept javnog dobra. Popis posljedica ovog procesa je poduži – substandardne bolnice i škole čiju je bijedu ogolio nedavni zagrebački potres, depopulirana Slavonija i povijesna gradska središta na Jadranu, nedostatak dostupnih stanova za mlade uslijed rapidne Airbnb-apartmanizacije i izostanka pristupačnih modela stanovanja bez doživotne hipoteke i kredita, rastuće siromaštvo ljudi treće životne dobi koji ne mogu održavati svoje nekretnine, itd.

U takvoj situaciji, lokalnoj i globalnoj, pozivamo znanstvenike, povjesničare i teoretičare umjetnosti, arhitekture i gradogradnje, sociologe, antropologe, politologe i ekonomiste da ukažu na minule i aktualne doprinose promišljanju stanovanja u širokom rasponu od pojedinačnih kritičkih inicijativa do pokušaja definiranja javnih politika. Fokus je na „otporu“ arhitekata i umjetnika, njihovim odgovorima na izravne posljedice neoliberalne demagogije stalnoga gospodarskog rasta po cijenu razaranja javnoga dobra i zajednice, inzistiranja na partikularnim interesima pojedinaca i pojedinih interesnih skupina pod egidom individualne slobode. Spektar očekivanih tema znanstvenog istraživanja koje nas zanimaju je širok:

  • modeli kolektivnog stanovanja, s obzirom na različite tipologije kao i različite načine financiranja (npr. zadrugarstvo), odnosno političke sustave koji ih generiraju;
  • modeli stambenog zbrinjavanja mladih i umirovljenika;
  • modeli adaptabilnog  i mobilnog stanovanja te tipska projektna rješenja kao odgovori na uvijek latentnu stambenu krizu;
  • modeli izgradnje stambenih četvrti, odnosno naselja tj. urbanistička načela njihove izgradnje kao jamstvo kvalitete životnog prostora;
  • povijesni i suvremeni primjeri aktivističkog djelovanja arhitekata i urbanista u polju stanovanja.

Uredništvo poziva zainteresirane autore da do 1. lipnja 2020. godine predlože temu, odnosno pošalju sažetak članka putem emaila zivot-umjetnosti@ipu.hr (do 500 riječi, do 10 naslova bibliografije i 200 riječi životopisa). Rok za predaju cjelovitog teksta temeljem prihvaćenog sažetka je 7. rujna 2020. godine. Prihvaćaju se prilozi na hrvatskome ili engleskome jeziku. Uredništvo zadržava pravo da odbije tekst. Housing Under Crisis

At the beginning of the 1930s, the members of the Zemlja Association of Artists and the Zagreb Group (Radna grupa Zagreb), including artists, architects and urban planners, stepped out of their exclusively professional realm into that of political activism. In recognition of their potential social roles, they demonstrated bluntly and thoroughly the problems of their contemporary moment in Zagreb and Podravina: namely the social and housing crises afflicting both the city and the countryside. Specifically, they focused on its causes and the impossibility of solving the problems within the existing system of liberal capitalism which privileges private interests over those of the public. The great needs of their contemporary society, in which three quarters of the population did not even have their own beds, required publicly financed, systematic, collective and individual housing as a most favourable model of housing management.

Nine decades later, we are witnessing a gradual and, in some countries, even systematic destruction of the welfare state in the West and socialism in the East. The latter had provided for the very first time in history a decent life to majority of population by building public health systems, schooling and social housing in the period from 1945 until 1991. Following the economic recession of 2008 and in the midst of a new pandemic‑induced crisis, both artists and architects are once again, like members of Zemlja Association, confronted by a similar challenge – to remain quiet or speak out publicly about the sources and causes of these complex issues.

In Croatia, for example, there is an ever-growing rift between the general social wellbeing and private interests, developing out of crony capitalism that has in the last couple of decades degraded the constitutional concept of public good. The list of the consequences of this process is quite long – substandard hospitals and schools whose shabbiness was revealed by the recent earthquake, depopulated region of Slavonia and historic centres of Adriatic cities, the lack of available housing for the young due to the rapid Airbnb apartmentization and the absence of available housing models that do not include lifelong mortgage and loans, and the growing poverty of the older population unable to maintain their properties, amongst other issues.

In this situation, both local and global, we invite researchers, historians and theoreticians of art, architecture and city building, sociologists, anthropologists, political scientists and economists to draw attention to past and current contributions in examining housing in a wider context, ranging from individual critical initiatives to different attempts in defining public policies. The focus is on ‘resistance’ on the part of architects and artists, their response to the direct consequences of neoliberal demagogy of continual economic growth at the cost of demolishing public goods and communities, and insisting on specific interests of individuals and certain interest groups under the pretext of individual freedom. The range of themes of research that are of interest to us is wide, and includes:

  • collective housing models, in respect to different typologies and different ways of financing (for example, cooperatives), i.e. different political systems that generate it
  • models for providing housing solutions for the young and the elderly
  • models for adaptable and mobile housing, and typological design solutions as possible answers to the ever-latent housing crisis
  • models for building residential neighbourhoods or areas, that is, their urban planning principles as a guarantee of the quality of those living spaces
  • historical and contemporary examples of activist work of architects and urban planners in the field of housing

The editorial board invites all interested authors to submit their proposals (i. e. abstracts) until 1 June 2020 through email zivot-umjetnosti@ipu.hr. The deadline for submitting the completed paper after the summary has been accepted is 7 September 2020. We accept contributions in Croatian and English language.
